¹⁵Expenditure growth in 2023–2024 was considerably faster than had been forecast at the time the government programme was agreed. The government increased the spending limits provision earmarked for the ex-post adjustment first in autumn 2023 and again in spring 2024. In order to ensure that the increase in this provision would not breach the spending limits set by the government, the government decided in spring 2024 on new savings of approximately EUR 400 million targeting WSC tasks.
