¹⁷The county reform would, however, have differed from the implemented health and social care reform in a few key respects: the proposed model would have included freedom of choice, and the funding model would have incorporated a built-in savings target of EUR 3 billion, which in itself would have made the funding framework in the proposed model tighter than in the current WSC funding model.
